Brentford had a goal disallowed by VAR as Toney was just offside as the ball was played to him.
The Championship side were then reduced to 10 men late on as Dasilva was shown a straight red card for a bad challenge on Hojbjerg.
Tottenham will find out on Wednesday who they will play in the final, which takes place in April.
Both teams will now turn their attentions to the FA Cup at the weekend, with Tottenham facing Marine and Brentford welcoming Middlesbrough.
